Implementation of the GBD
Plants & Flowers Foundation Holland (PFFH, previously the Flower Council of Holland) is responsible for implementing this GBD. The GBD means that all growers of cut flowers and house-plants, as well as wholesalers of cut flowers and plants, are required to make a financial contribution. That is why Royal FloraHolland (RFH) discontinued direct collection of payment on 1 January 2025 and the PFFH will now be responsible for invoicing and collecting the owed amounts. Registration
Every grower of cut flowers or houseplants is required to register due to the binding declaration. Growers who are members of Royal FloraHolland (RFH) and have authorized RFH to share data with RFH do not need to register. For wholesalers, the obligation is based on turnover: wholesalers who generate more than 50% of their turnover from cut flowers and/or houseplants must also register. We request contact details, the Chamber of Commerce registration number, and the expected turnover for 2026. Completing the form takes about 10 minutes.
Invoicing 2026
Invoicing 2026 In June 2026, PFFH invoiced the AVV for 2026. All registered growers and wholesalers have received an invoice based on their 2025 turnover or their stated expected turnover for 2026. As of 2026, we no longer offer the option of monthly invoicing. Invoicing will only take place via an annual invoice. We understand this may not be equally convenient for everyone. Invoicing 2027
In the first quarter of 2027, all registered growers and wholesalers will be asked to submit their final 2026 turnover and their provisional 2026 turnover. You will then receive the advance invoice for 2027 and, if applicable, a final settlement for 2026.
