Implementation of the GBD
The Plants & Flowers Foundation Holland (PFFH, previously the Flower Council of Holland) is responsible for implementing this GBD. The GBD means that all growers of cut flowers and house-plants, as well as wholesalers of cut flowers and plants, are required to make a financial contribution. That is why Royal FloraHolland (RFH) discontinued direct collection of payment on 1 January 2025 and the PFFH will now be responsible for invoicing and collecting the owed amounts. Registration
The first step in implementing the GBD collection process is registration. The binding declaration requires all growers of cut flowers and house-plants, and wholesalers with a turnover of over 50% from flowers and house-plants, to register. We ask for contact details, a Chamber of Commerce registration number and expected turnover for 2025, so that we can implement the GBD correctly. It should take around ten minutes to complete the form.

Invoicing
Invoicing will be carried out by the PFFH from June 2025. All growers and wholesalers subject to the GBD will receive an invoice based on expected turnover for 2025. Since 1 January, the contribution for the PFFH (previously the Flower Council of Holland) is no longer withheld by RFH. So, make sure that your administrative department sets aside this contribution. Payment can be made as a lump sum or monthly via direct debit.
